The Government of Odisha has secured investment intents worth ₹2,655 crore at the ongoing Semicon India-2025 conference in New Delhi, marking a significant step forward in its ambition to establish the state as a hub for semiconductors and advanced electronics.

On the inaugural day of the three-day Semicon event, i.e, on 2nd September 2025, Odisha signed two key Memorandums of Understanding (MoUs). The first was with TopTrack Hi-Tech PCB Pvt. Ltd, which committed an investment of ₹1,005 crore towards establishing an advanced printed circuit board (PCB) manufacturing facility. The second MoU was inked with Sancode Technologies Limited, which announced an investment of ₹1,650 crore for a semiconductor-related facility in collaboration with its global partners.

During the conference, Odisha Chief Minister, Mr. Mohan Majhi highlighted the state’s Semiconductor Manufacturing & Fabless Policy 2025 and Electronics Component Manufacturing (ECM) Policy 2025, describing them as pivotal frameworks to build a robust innovation and manufacturing ecosystem. He also inaugurated the Odisha pavilion, where the state presented its roadmap for growth in electronics and emerging technologies.

Strategic Engagement with Global Industry
On Wednesday, a high-level Odisha delegation led by Electronics and Information Technology Minister Mukesh Mahaling engaged in business discussions with leading companies, including Thomson Computing, Ineuu, ASP Semicon, VVDN Technologies, Brandworks, InSemi (an Infosys company), Felcon Ltd, and Intel. These dialogues explored proposals across diverse sectors such as electric vehicles, solar manufacturing, flat panel displays, data centres, PCBs, smart meters, fintech hardware, AI skilling, and affordable learning devices.

International Partnerships
Odisha also hosted four dedicated roundtable sessions with partner nations Singapore, Malaysia, the United States, and the Netherlands. The discussions centered on avenues for bilateral cooperation, supply chain resilience, and industry-to-industry collaboration in the semiconductor domain.

Odisha’s Rising Semiconductor Profile
These latest agreements reinforce Odisha’s growing reputation in India’s semiconductor sector. Just two days prior, Union IT Minister Ashwini Vaishnaw presented three semiconductor chips designed in Odisha to Prime Minister Narendra Modi at Semicon India-2025. Two of the chips were developed at NIT Rourkela, while the third came from Parala Maharaja Engineering College.

Further, in July, the Union Cabinet approved four new semiconductor projects worth ₹4,594 crore across Odisha, Andhra Pradesh, and Punjab. Odisha accounted for two of these projects, drawing investments of ₹2,066 crore, underscoring the state’s rising prominence in India’s semiconductor roadmap.
