The T-CHIP Semicon Constitution Summit 2025, held on September 27–28 in Hyderabad, concluded with landmark outcomes that are expected to define the trajectory of India’s semiconductor industry.

The two-day summit brought together global industry leaders, Indian policymakers, academia, and innovators to draft the country’s first-ever ‘Semiconductor Constitution’ — a comprehensive framework built on four pillars: Talent, Design, Manufacturing, and Applications. This framework aims to serve as a guiding document to strengthen India’s semiconductor ecosystem and position the country as a global hub.

The inaugural session featured prominent leaders including Telangana IT and Industries Minister D. Sridhar Babu, Member of Parliament Eatala Rajender, Deputy Speaker Banda Prakash, and former IT Minister Ponnala Lakshmaiah, who emphasized Telangana’s pivotal role as the launchpad for India’s semiconductor revolution.

A key highlight of the summit was the signing of 18 Memorandums of Understanding (MoUs) with leading universities and colleges across Telangana. These partnerships align with T-CHIP’s Four-Pillar Strategy, with initiatives to integrate semiconductor training into academic curricula, establish design labs, and provide avenues for students and faculty to engage in global research and innovation networks.

The event also drew international participation, with experts and organizations lending their voice to India’s semiconductor roadmap. In addition to policy and academia, the summit highlighted innovation — most notably IIT Hyderabad’s unveiling of an indigenous AI chip, marking a significant step towards self-reliance in advanced technology.

Reflecting on the summit’s outcomes, Sundeep Kumar Makthala, Chairman of T-CHIP, said, “With 18 universities stepping forward, global leaders lending their voice, and India’s own IIT Hyderabad showcasing its chip, we have proven that the Semiconductor Constitution is not just an idea, it is now a movement. Telangana is the launchpad, but the mission is for India and the world.”

The summit concluded with a call for continued collaboration between government, academia, and industry to accelerate semiconductor talent development, research, and manufacturing in India, reinforcing the nation’s commitment to building a resilient and globally competitive semiconductor ecosystem.
